A Custom Approach to Building
We have built our organization and systems to provide construction management services for our customers’ individual requirements and time frames.
Pre Construction Phase
Cost Estimating
ONE’s first estimating task for a project will be to prepare a conceptual cost estimate based on a written construction program. This estimate will serve as the cost model against which later estimates will be compared. It will establish a baseline for tracking changes in cost as design progresses. Should an estimate exceed the desired budget at any point in the design process, we will suggest alternatives to bring the project back within the established budget.
As plans are developed in greater detail, more refined estimates will be prepared. We will work with the customer and architect to define all required assumptions and outline specifications. The goal is to minimize the number of allowance-type prices included at this stage. Estimates will be based on quantity surveys of available information and unit costs developed from ONE’s historical database for areas not yet confirmed in the design drawings.
Value Engineering
Old New England Construction’s approach to value engineering emphasizes value received as opposed to concentrating only on first cost. Maintainability, function, and energy consumption are other important factors, which must be weighed in the evaluation of alternative designs and materials
Construction Phase
Planning, Scheduling & Time Control
ONE has a reputation for delivering projects on time. We currently use Primavera Scheduling as well as Microsoft Project to plan and control all the activities involved in a major construction program. As specialists in construction management, ONE is accustomed to working on large projects with very tight schedules, and is committed to working with its Customer to provide the earliest possible occupancy.
Scheduling efforts will include working with the design team, scheduling the design effort, as well as preparing schedules for the construction phase. ONE has developed a comprehensive planning and scheduling system to respond to the diverse requirements of both phases.
Initially, working with its customer and its architect, we will develop an overall milestone schedule, which meets its customer’s objectives for construction and occupancy. To do so, ONE will refer to historical data from other projects as a basis for projecting durations of the various major phases of the program. This milestone schedule will be used to establish critical target dates for review.
Purchasing Approach
Identification of long lead-time procurement items is critical to the success of a phased construction project. This is true for both building materials and equipment. Often, the requirements for rough in and connections indicate the need to purchase equipment early, so that appropriate provisions can be made in the contract documents.
Pre-Bid Conference
In accordance with standard procedures, ONE will review the important requirements of bidding documents with all contractors. Items such as those listed below will be discussed.

- Bonding requirements
- Temporary facilities
- Insurance requirements
- Invoicing requirements
- Construction schedule
- Method for accepting and reviewing voluntary alternatives
ONE suggests that all bidders be required to bid in accordance with the drawings and specifications, but that voluntary alternates are accepted for review as an attachment to the bid. This helps to further ensure that building systems are evaluated on the basis of their value to the end structure, as opposed solely to the lowest cost as based on fixed items.
Project Control
To effectively manage the objectives of the project, ONE will coordinate all construction activities, including trade contractors, control the shop drawing review process, change orders, project documentation, planning and coordination of meetings, minutes and reports, cost and schedule monitoring, safety, testing, start-up and turnover.
Cost Monitoring & Control
The initial construction budget is constantly monitored, revised and refined, and approved changes are incorporated as they occur. The revised budget will be the basis for tracking the project costs against the pre-construction budget. As the project progresses, the project staff will monitor all work and requisitions to ensure that all items paid for were indeed specified and delivered. ONE will check all materials, equipment and labor.
Change Order Management
Working with the customer’s architect, ONE will maintain a tight control over changes and will define the impact of such changes to the overall project objectives. Changes will be evaluated to determine their necessity, appropriate cost, and effect on the project budget and schedule. All variables associated with any change order will be reported to the owner for consideration in the approval process. ONE will supervise the approved change order implementation to ensure that the work and materials are in place, are as specified, and are fairly priced.
Quality Control
Quality is perhaps Old New England Construction, Inc most important deliverable product. ONE seeks to achieve the highest quality standard of construction at the most efficient and economical levels that are consistent with the design intent. As a construction manager, quality is a key element in Old New England Construction’s successful history.
From start to finish all contractor suppliers, materials and equipment are carefully monitored to ensure compliance with quality standards, contract drawings and specification. Not only is this strict attention reflected in the completed project, it is evidenced by the project schedule. It is Old New England Construction, Inc quality control goal to eliminate time-consuming rework and increase productivity and physical progress.
The foundation of ONE’s quality control program is based on prevention rather than correction. Every possible step is taken to avert errors, omissions, discrepancies and deficiencies
Project Safety
It has been a long-standing ONE policy to implement thorough procedures to protect employees, visitors, and the general public on our construction sites. As a result, all individuals who enter a project site are required to comply with the ONE’s safety program, all Federal, State, and Local safety standard, and regulations including the Occupational Safety and Health Act and Contract Provisions.
Project safety begins during the pre-construction planning phase, with an identification of needs and requirements and will continue to function throughout the entire project undertaking. Supervising all aspects of project site safety and compliance will be the responsibility of all (ONE, Owner, Architect).
Project Meetings & Documentation
Communication is ultimately the most important factor in ensuring a project’s successful completion. Old New England Construction, Inc approach is to make communication a continuous, documented process; by working with the owner and other members of the project team to make maximum use of regularly scheduled project team meetings.
To be effective, such meetings follow a set agenda and are well documented. Old New England Construction, Inc approach to documenting includes a list of critical activities requiring immediate action. The list indicates activities each team member is required to perform and the date when the activity should be completed. Normally, these activities are distributed immediately following the completion of a team meeting. They thus provide immediate confirmation of tasks assigned during the meeting.
The Goal
Old New England Construction’s in-house expertise enables it to successfully take projects through finished construction. ONE assumes responsibility for the project, allowing the customer to concentrate on their own individual business matters.
